Responsibilities Your work. In this role, you will: Support mixed methods program evaluations using both quantitative and qualitative approaches Conduct qualitative and quantitative data collection, analysis, and visualization Translate evaluation findings into actionable recommendations to identify promising solutions and improve programs Lead conversations with stakeholders to influence program design and drive evaluation strategy forward Support evaluation of multiple, complex programs across business areas, at times simultaneously Apply statistical methods and predictive models to analyze large, complex datasets, identify trends, and support data-driven decision-making Conduct root cause analysis using advanced statistical techniques Bring innovative analysis techniques to drive creative measurement strategies and assist in development of new tools and indices Support advanced analyses related to prospective evaluation of potential high-impact opportunities for tailored solutions Act as thought partner in methodology discussions to align with partner analytical and actuarial teams, and drive analysis, interpretation, and reporting Help the team operate at a strategic business level to ensure alignment with Blue Shield of California’s strategic goals Support team and department leadership in optimizing data and measurement practices across the organization Consult with leaders at all levels, including both senior management and executive leadership, to make recommendations and influence decision-making Build and leverage collaborative relationships across Blue Shield of California and with external partners to drive initiatives forward and to support the identification, development, and implementation of key business opportunities Qualifications Your Knowledge and Experience Requires a bachelor’s degree or equivalent experience Requires at least 7 years of prior relevant experience Requires experience with statistical methods and survey analysis in contexts such as a dissertation, thesis, business application, etc. Hands-on experience using software such as R, Python, SAS, or Stata preferred Requires experience in program evaluation, including both qualitative and quantitative data collection methods and performing evaluations of healthcare-related innovations. Experience in program evaluation across areas such as Care Management, Risk Adjustment, and Community Health is preferred. – (healthcare experience is preferred; not required) Requires the ability to independently and creatively design and execute evaluation data strategies, including mixed methods approaches and statistical analysis planning Requires ability to lead statistical/quantitative analysis with some assistance, and to simplify interpretation of findings for business audience and decision-makers Requires experience disseminating evaluation findings in ways that are meaningful to diverse audiences and stakeholders, supporting data-driven decision-making.
